33. Motion to Procure DIRTT Counter and Wall Systems and Associated Components for Installation at the Coastal Georgia Center (Event No. 7139)

Description

Recommend approval to procure DIRTT wall systems for the Coastal Georgia Building from National Office Systems (NOS) in the amount of $135,000.00.  This action will help facilitate staff relocations from the Broughton Municipal Building, Gamble Building, and City Hall.  The modular walls and service counters will be installed in a large room to create a new customer service counter for payment of utility bills, real estate taxes, issuance of business licenses, issuance of alcohol licenses, and other payments and licenses.

Staff has evaluated various options and selected the DIRTT system as the manufacturer/product of choice due to its quality, design, integrated electrical and data features, safety, and appeal.  This is a sole source due to NOS being the exclusive distributor for DIRTT in the Savannah region.  In addition, part of the DIRTT systems are constructed locally in Savannah.

The Intergovernmental Agreement (IGA) between the City of Savannah and the Board of Regents of the University System of Georgia (BOR) for use of the Coastal Georgia Center was recently approved by the Mayor and Aldermen.  The IGA is scheduled to be considered by the BOR on May 14.  Once approved by the BOR, City staff plans to requisition the DIRTT systems and components.  The cost of the wall and counter system is $102,790.  In addition, the City will acquire workstation dividers, under-mount cash drawers, teller shades, and chairs for the service counter, bringing the total requisition to around $135,000. It will take about 4 weeks for the walls and counters to be constructed and delivered, and a few extra days for installation. This is a very time sensitive matter, as staff plans to open new operations at the Coastal Georgia Center on July 8, 2019.

The DBE Goal was waived due to the absence of sub-contracting opportunities.
