Description

Staff is seeking approval to issue a Request for Proposals (RFP) from Interested Non-Profit Organizations to construct, operate, and maintain a first class recreational facility.  The facility will be located on a one or two acres pad site on the northeast portion of the overall 66.50 acre former fairground site at 4801 Meding Street (PIN 2-0108-01-001).  The award will be based on the highest responsible proposer for the development, operation, and management of a world-class multi-functional recreational facility.  The facility will provide low-cost recreation related services and amenities to the public.  The City is seeking a large, well-designed facility that will be operated in accordance with industry best practices and standards, and include the following:

  1. At least 4 – 6 indoor basketball courts to facilitate mass-play and tournament events;
  2. An indoor running track;
  3. A fitness room to include cardiovascular and weight resistance training equipment, floor pads, mirrors, and related furniture, fixtures, and equipment;
  4. A full size commercial grade kitchen and dining area;
  5. Classroom and meeting spaces;
  6. Senior programs, after-school youth programs, community meeting spaces, and more

The successful proposer will construct, operate, and maintain the premises at its sole cost and expense.  The facility shall be compliant with all applicable codes, permitting, zoning, and licensing requirements for which the proposer is proposing.  The City will sell the pad site to the non-profit for $1.00.  The size of the building site is to be determined by the proposals, however not anticipated to be over 2 acres in size, without explanation by the proposer.  The proposed facility will be part of a much larger recreational project being planned by the City for this property. Therefore, facility development and construction plans will be subject to the review, approval, and coordination with the City.
