Recommend approval of Contract Modification No. 1 with E&D Contracting Services, Inc. for Colonial Drive Drainage Improvements (Aldermanic District 3).  This modification amounts in a reduction of $13,388.50.  This project involved the replacement of 174 Linear Feet of open ditch and road crossing culvert with a 3x6 foot precast culvert.  The precast culvert utilized a water tight gasket (ASTM C1677) that had not been used by the City of Savannah previously.  Procurement of the new gasketed culvert required a 127 day extension to the contract.  The contract price deductions were mostly due to the project being completed in one phase and not requiring undercutting and replacement.  The list of deduction are:

Phase 1:

• Reduction in the amount of dirt disposal
• Reduction in the amount of stone bedding material
• Reduction in the size of the sand leveling pad

Phase 2:

• Removal of the Temporary Rip Rap placed in Phase 1
• Reduction in the amount of dirt disposal
• Reduction in the amount of stone bedding material
• Reduction in the amount of backfill needed
• Reduction in the size of the sand leveling pad
• Reduction in the amount of granular backfill needed

The original contract was approved by Council on July 19, 2018 in the amount of $359,854.00 The total amount of this contract to date, including this modification, is $346,465.50 which represents a 3.7% decrease from the original contract amount.
