7. Authorize the City Manager to Execute a Contract for Construction of an Arena Surface Parking Lot with APAC-Atlantic Inc. (Local) in the Amount of $9,050,378 (Event No. 8322) [See report] The 2,000 Space Lot Previously Approved by Council, (along with the Arena Garage) is critical for Arena and Large-Scale Event Parking, for Protection of Neighborhoods, and for Westside Environmental Remediation.

Description

Recommend approval of a construction contract for the Arena Surface Parking Lot with APAC-Atlantic Inc. in the amount of $9,050,378.

The arena surface lot is located on Gwinnett Street adjacent to the new arena. The lot will provide 2,000 parking spaces and serve as the primary source of parking for the arena. The work includes all work necessary to build the lot including clearing, grading, earthwork, subgrade preparation including remediation, asphalt and landscaping. Site lighting will be provided by Georgia Power.

An arena parking analysis determined the 2,000-space surface lot on the 22.5-acre property, combined with a 400-space parking garage attached to the arena, is the most economical and efficient means to deliver required parking for the new facility.  

Providing surface parking is significantly less expensive than building a structured parking garage, which is estimated at $65-$70 million. The parking lot option also provides the City the most flexibility to adapt to changing parking demands in coming years, including the expanding focus on ride-share options such as Uber and Lyft. It also leaves open the potential for development of a parking garage in coming years that would be shared with expected future private development, which would create a more financially viable business model.  

Parking lot construction costs will be funded from the City's Parking Services Fund, an enterprise fund that pays for new parking capacity in Savannah by using revenue generated from parking meters, garages and citations. Revenue from arena parking lot customers is expected to completely fund the cost of the lot's construction and operations.

Aside from arena customer parking, the lot is expected to address the following parking needs:

  • Special event parking for events such as St. Patrick's Day and large running races
  • Overflow motor coach parking
  • Daytime parking for other development around the arena 
  • Inspection site for tour vehicles, taxis and wrecker trucks
  • Daytime parking for construction workers and film crews in the downtown area
  • Food truck events

The bid was advertised, opened and reviewed. Delivery: As needed. Terms: Net 30 days. The bidders were:

This event had a 20% DBE (Disadvantaged Business Enterprise) goal with 10% being LDBE (Local Disadvantaged Business Enterprise).  The recommended proposer submitted a bid with 20.48% Local DBE participation, which exceeds the project goal.  The DBE and LDBE participation goals at the subcontractor level were 18.24% using ED Trucking(A) and 2.24% using Cox Creative Product and Construction, Inc(A)
