Motion to Award the Sale of Surplus Property at 1230 Montgomery Crossroad (Event No. 5028)
Description

Recommend approval to award the sale of surplus property located at 1230 Montgomery Crossroad to Mathew Johns Construction in the amount of $10,001.00. 

The City-owned real property located at 1230 Montgomery Crossroad was declared surplus and available for sale by the Mayor and Aldermen during a regularly scheduled City Council meeting on March 20, 2014. The legal description of the property is Lot 96-A, Recombination of Lots 96-98, Grove Park Subdivision, 6th G.M. District, Savannah. The property is approximately one-half acre of vacant land adjoining the Casey Canal.   

Event No. 2501 for the sale of the property was posted between the dates of August 8, 2014 and October 14, 2014. No proposals were received. 

In 2015, Georgia Power Corporation requested an easement across the property for the installation of new high-voltage electrical transmission service, including installation of a large pole with guy-wire supports. Conveyance of the easement was approved by the Mayor and Aldermen on November 24, 2015. Compensation was received from Georgia Power in the amount of $118,781.00, representing the appraised market value of the easement rights and associated damages to the remainder parcel due the presence of the new high-voltage power service, large pole, and guy-wire supports. According to the appraisal, the economic value of the remainder parcel was $1,680.00.   

Event No. 4694 for the sale of the remainder parcel was posted between the dates of December 5, 2016 and February 21, 2017. The City received one non-responsive proposal.

Event No. 5028 was released on March 8, 2017 and closed on March 28, 2017. The City received one proposal in the amount of $10,001.00. The proposer is the owner of the adjoining parcel to the west. The intended use is development of a parking lot to supplement parking at the adjacent property. The anticipated date of occupancy is late August 2017.

This item has no expense. The estimated revenue is $10,001.00, in addition to returning the property to tax rolls and eliminating maintenance costs.
