| Description Kessler Armstrong, LLC is in the process of restoring the Armstrong Mansion on the corner of Gaston and Bull Streets, in connection with the improvements to the building, The developer proposes to construct substantial hardscape improvements to the City’s adjacent right of way, including the sidewalks. Subject to Council approval, the City has agreed to reimburse the developer for one half of the cost of construction of improvements within the City right of way, not to exceed $40,000.00 in cost to the City, pursuant to the attached agreement. | |
