The Workshop and City Manager’s briefing was held at 1:00 p.m., in the 2nd Floor Media Room.  Mayor Johnson called the meeting to order and recognized Alderman Purtee to offer a prayer.

Workshop Agenda Items
1. Closed Executive Session: Litigation, Personnel, and Real Estate

No Executive Session was held.

2. City Manager's Agenda Review

City Manager Melder reviewed the Agenda for the regular council meeting. The following items were highlighted and consensus of Council Members were the following recommendation.  Votes will be taken at the regular meeting of Council:

  • Items #6 and #8 - remanded back to Metropolitan Planning Commission (MPC) for reconsideration and continued to the April 25, 2024, City Council Meeting.
  • Items #7 and #9 - remanded back to MPC for reconsideration and continued to the April 25, 2024 City Council Meeting.
  • Item #16 - City Manager Melder explained this will be a City owned garage.  The City would issue bonds through the Savannah Economic Development Authority (SEDA) to fund a two level underground garage with 450 spaces.  To assist with the expected debt service of the project, SEDA would assume ownership of the properties and use their statutory powers to collect a payment in lieu of taxes (PILOT) from the project developers.  City Manager Melder indicated no tax payer dollars or money from the City's General Fund would be used.  He is asking for Council's approval.

Ald. Lanier indicated she has a recommendation for a Board appointment to the Traffic Calming Committee to represent District 1.  Mayor Johnson acknowledged her recommendation and will add the Board appointment on adoption of the agenda for Council's vote. 

There was no action taken during the Workshop.

Mayor Johnson adjourned the Workshop at 1:54 p.m.
