Description

Recommend approval to execute a contract for the purchase of Supervisory Control and Data Acquisition (SCADA) network maintenance services, equipment and security from Layer3 Communications for up to $175,000.  As one of the most common industrial control systems, a SCADA system is of critical importance to the City. By allowing for the centralized monitoring of the larger water system—wastewater treatment, storm water, water treatment, lift stations, etc.—SCADA systems streamline access and help ensure that everything is running as planned.

The Department of Water Resources primarily uses this contract for hardware and software maintenance for designated SCADA equipment. These services are an integral part of the operations of the SCADA Data Center and all SCADA network locations in City facilities. The City spent $45,760.75 for SCADA equipment and services in 2020. This year's increase includes $64,000 for replacement of SCADA firewalls and new network monitoring, $22,000 for the new City Lot Networking Project, $22,000 for the new Travis Field Waste Water Plant Networking Project and additional maintenance for those projects. 

The purchase will be made through a cooperative purchasing agreement with The Interlocal Purchasing System (TIPS). The contract was competitively bid by TIPS and awarded to Layer 3 Communications LLC.  The contract  expires on May 31, 2023. Cooperative purchasing is authorized as an appropriate procurement method in Division 10 Section 4-4152 of the City of Savannah’s purchasing ordinance.
