20. Authorize the City Manager to Execute Two Contracts for Temporary Staffing Services with Manpower (Primary) (Local) and Chatham Personnel Enterprises (Secondary) (Local) in an Estimated Amount of $1,525,695 (Event No. 7520). The Human Resources Department will use the contract to centralize and coordinate temporary staffing services to control costs.

Description

This is to award an annual contract for temporary staffing services to Manpower (primary) and Chatham Personnel Enterprises (Secondary) in an estimated amount of $1,525,695.

 

The Office of Human Resources intends to centralize and coordinate the temporary staffing service needs of departments to fill vacant budgeted positions effectively and efficiently while controlling staffing costs.

 

Manpower will be the primary contractor for the overall temporary staffing services contract. Manpower's proposed mark-up is 32% labor and 29.75% for administrative staff. This mark-up reduces the current City markups of existing vendors by 18.25%. Chatham Personnel Enterprises is selected as the secondary contractor and will provide medium/heavy equipment operators as needed. 

 

The RFP was advertised, opened, and reviewed. The contract term expires on June 9, 2022. This contract also includes four available annual renewal options.
