57. Approval of Petition #190496 for Tieback Anchors Encroachment at 110 and 111 Ann Street (PIN: 20016 21001 & 20016 20001)

Description

Harold Yellin, Petitioner, on behalf of Ann Street Property Owner, LLC has petitioned the City via Petition 190496 to encroach on City Right-of-Way to construct subterranean tieback anchors as part of the foundation of a hotel development project. The proposed 6-story hotel will be constructed at 111 Ann Street. The proposed building will provide two levels of underground parking as well as one level of above ground parking at the rear of the site.

The petition request has been reviewed by Real Estate Services, Development Services, Public Works and Water Resources and Greenscapes. The Metropolitan Planning Commission (MPC) and the Historic District Board of Review have approved the project, and a Certificate of Appropriateness (COA) has been issued. An encroachment agreement would include the following conditions:

  1. Contractor shall be responsible for the installation of up to 15 movement monitoring sensors on the City of Savannah Sewer Lift Station # 23 twenty-inch force main while construction is being done. Contractor must work with reasonable care when excavating around the force main for the installation of these sensors;
  2. Contractor shall provide assistance to uncover and expose actual location of City of Savannah Sewer Lift Station # 23 twenty-inch force main as needed;
  3. Development of Emergency Action Plan (EAP) by contractor for site construction, which shall include procedures for immediate repair, mitigation and/or replacement from damage caused by project construction to the force main during the project. This shall further include the following:
    1. Installation of 20-inch force main joint restraint clamps as necessary if needed;
    2. Ability for immediate installation of approximately 460 linear feet of a maximum 20 inch by-pass piping (with required fusing)/HDPE pipe;
    3. Placement of concrete foundation pads for line stopples and ability for immediate installation of upstream and downstream 20-inch line stopple fittings with by-pass flange to isolate the sections of this force main;
  4. An agreed upon Memorandum-of-Understanding (MOU) from the owner must be approved by the City prior to issuance of the Site Development Permit (19-09681);
  5. These requirements may be further addressed in the Water and Sewer Agreement for this project; and
  6. Petitioner must provide stamped engineering plans to Development Services for the below grade tie-back shoring systems as part of the building permit package

Request granting approval for the City Manager to execute a Revocable License for Encroachment Agreement to construct and house the tieback anchors subject to conditions noted.
