17. Authorize the City Manager to Execute a Contract Modification for Sewer Lift Station Parts and Pumps with Xylem Water Solutions USA in an Amount up to $600,000. This contract is for sewage-lifting, wet well submersible pumps and component parts in the City lift stations.

Description

This is for a contract modification for lift station parts and pumps with Xylem Water Solutions USA (D) in an amount up to $600,000.     

The original contract is for Flygt pumps and parts for the City’s Lift Stations, which include pumping, piping, mechanical, electrical, odor control, and failsafe systems. These systems must be continuously operated and maintained to prevent station failures that cause wastewater and sewage spills on city properties and sewer back-up into city homes and businesses. 

Specifically, this increase is due to an increase in pump and motor operations, along with the continuing increase with our proactive preventative maintenance and lift station part replacements on our 210 sanitary sewer lift stations. A majority of the stations have been in service for over 25 years and many of them are close to or past their service life. Each sanitary sewer lift station includes pumping, piping, mechanical, electrical, odor control, and failsafe systems and facilities. These systems are continuously operated and maintained to prevent station failures that cause wastewater and sewage spills on City properties, sewer backups into City properties, and spills to the waters of the State.

If these efficiencies are not met, health and public safety are put at risk, and possible violations of the State Clean-Water Act, the City’s State NPDES (National Pollutant Discharge Elimination System) permit, which could also result in State EPD or Federal EPA Consent Orders or Decrees. Mechanical parts replacement is a major work program to assure continuous station operations. 

The contract was renewed on May 27, 2021, for $800,000. The total amount with the proposed modification will be $1,400,000.

The pricing structure of this agreement is only available to the City of Savannah Water and Sewer, Water Treatment Plant Operations, Storm Water, or other City Departments for direct purchase of Flygt equipment. This is also extended to contractors and developers installing Flygt pumps and mixers in Savannah’s installations.

This is a Sole Source contract because Xylem Water Solutions USA is the only vendor that can provide the Flygt pumps and parts for the City’s Lift Stations.
