28. Authorize the City Manager to Approve as Surplus and Available for Sale All or Part of Twelve City-owned Parcels to the Georgia Department of Transportation to Facilitate the Ogeechee Road Widening Project.

Description

Georgia Department of Transportation (GDOT) Project STP-00-0064-01(040) is a GDOT infrastructure project that seeks to make improvements to Ogeechee Road from I-516 to Victory Drive. The existing two-lane roadway will be widened to include bicycle lanes and a raised median. The existing bridge over CSX railroad would be replaced. A raised culvert would replace the existing culvert at Springfield Canal to relieve any prevalent flooding issue along the hurricane evacuation route.

In order to facilitate, GDOT requires all or part of twelve (12) City-owned properties. Details of those properties and their values, as determined by a third-party appraiser, are listed below:

The request was sent for review and approved by Public Works and Water Resources, Developmental Services, Planning and Urban Design, Park and Tree, Savannah Fire, Savannah Police, and the Real Estate Services Department. Real Estate Services staff negotiated changes to originally proposed plans and all department concerns have now been satisfied. 

Further request authorization for the City Manager to execute all deeds and associated closing documents.  Recommend approval to declare these lands surplus and available for sale to GDOT to facilitate this planned road improvement project.
