Description

Recommend approval to award an annual contract to procure and install decals on Police Interceptors in the amount of $63,180.00 to West Chatham Warning Devices.

This contract will be utilized for the procurement and installation of decals for the 117 Police Interceptors that have been ordered for delivery in the 2nd and 3rd quarters of 2018. In addition, as this is an annual contract with individual pricing, procurement of individual decals is available for any vehicles currently in the fleet that may require replacement due to accidents. This procurement is necessary to mark those patrol units as required by State law for law enforcement personnel to conduct operations.

Quotes were received from four vendors. The low bid was submitted by Signs of the South, Inc. at a cost of $510.14/vehicle for a total of $59,685.86.  However, the following specifications were deemed unresponsive:

                   4.1.8 – Vendor to have area to store vehicles and complete work.  Vendor requested to complete work at Fleet Services facility;

                   4.1.9 – Vendor to complete within 15 business days.  Vendor bid 90 days; and

                   4.1.12 – Vendor to provide individual pricing for decals. Vendor did not provide.

West Chatham Warning Devices was the next lowest bid  at a cost of $540.00/vehicle for at total of $63,180.00; and was deemed responsive to all specifications.
