Description

On the afternoon of May 31, 2019, The City of Virginia Beach, VA experienced a mass casualty incident at a building located in their Municipal Center.  The Mayor and Aldermen of Savannah extend our deepest sympathies to the City of Virginia Beach, the families of the 12 slain public employees, and their extended community for this immeasurable loss.  The Mayor has requested that on this day, June 6, 2019, all present in the Council Chambers, and watching on television, take a pause to reflect on the sacrifice that public employees make each and every day.  Listed below are the twelve public employees who lost their lives, while serving the citizens of Virginia Beach with honor, integrity, and dedication:

  1. Laquita C. Brown, of Chesapeake, VA - Ms. Brown worked as a right-of-way agent at Public Works for 4.5 years.
  2. Tara Welch Gallagher, of Virginia Beach, VA - Ms. Gallagher worked as an engineer at Public Works for six years.
  3. Alexander Mikhail Gusev, of Virginia Beach, VA - Mr. Gusev worked as right-of-way agent at Public Works for nine years. 
  4. Mary Louise Gayle, of Virginia Beach, VA - Ms. Gayle worked as a right-of-way agent at Public Works for 24 years.
  5. Katherine A. Nixon, of Virginia Beach, VA - Ms. Nixon worked as an engineer for Public Utilities for 10 years.
  6. Richard H. Nettleton, of Norfolk, VA - Mr. Nettleton worked as an engineer with Public Utilities for 28 years.
  7. Christopher Kelly Rapp, of Powhatan, VA - Mr. Rapp worked as an engineer with Public Works for just 11 months.
  8. Ryan Keith Cox, of Virginia Beach, VA - Cox worked as an account clerk with Public Utilities for 12.5 years
  9. Joshua A. Hardy, of Virginia Beach, VA - Mr. Hardy worked as an engineering technician with Public Utilities for 4.5 years.
  10. Michelle "Missy" Langer, of Virginia Beach, VA - Ms. Langer worked as an administrative assistant with Public Utilities for 12 years.
  11. Robert "Bobby" Williams, of Chesapeake, VA - Mr. Williams worked as a special projects coordinator with Public Utilities for 41 years.
  12. Herbert "Bert" Snelling, of Virginia Beach - Mr. Snelling worked as a contractor.
