Description

In November 2016, the Mayor and Aldermen executed a Reciprocal Easement and Development Agreement with Plant Riverside, LLC, for certain improvements as part of the Plant Riverside redevelopment on West River Street.  As part of the agreement, the City agreed to relocate and improve certain utility improvements.  However, because for timing and efficiency, Plant Riverside completed most of the enginering and pre-construction phase of the work.  The City reviewed the plans and concurred that they met requirements.  Since the agreement requires the City to acquire the completed work, Plant Riverside is requesting to be reimbursed for work that the City would have otherwise completed.  City staff believes $575,000 represents a fair value with $400,000 from a Georgia Power Economic Development Grant intended for Plant Riverside and $175,000 from the Water and Sewer Fund for that portion related to engineering of the water, sewer and lift station.
