Description

Revision of the Sewer Use and Pretreatment Ordinance is necessary to include updates to the local limits based on technical analysis to prevent interference with the operation of the Publicly Owned Treatment Works, pass-through of pollutants in violation of the National Pollutant Discharge Elimination System (NPDES) Permits, municipal sludge contamination, and toxicity to life in the receiving stream. Water Reclamation’s NPDES permits require revision of the adopted local limits, which is enforced by the Georgia Environmental Protection Division. The limits are developed based on plant design, flow, and treatment structures, biosolids disposal practices, NPDES Permit Limits, and State and Federal Water Quality Standards. The technical analysis includes identifying the pollutants of concern, determining the treatment works removal efficiency, determining maximum allowable headworks loading, calculating maximum allowable industrial loading, and designating limits for industrial dischargers which keeps loading within acceptable levels. The proposed revisions also include adjustments to formatting, error corrections, and clarifications to improve applicability of the ordinance.
