Mobility Services has evaluated the intersection of Fahm and Indian Streets from the current north/south two-way stop control to a multi-way (4-way) STOP control.

The intersection of Fahm and Indian Streets is in the northern end of the Yamacraw Village neighborhood. The area is mixed-use with multi-family housing, commercial, institutional, and government facilities. Primary pedestrian traffic generators include four SCAD classroom buildings and a student-oriented apartment building; the SCAD bus system drops-off and picks up students at each of the facilities, as well. Vehicle traffic is generated by a United States Postal transfer facility, a micro-brewery, SCAD facilities, and two construction sites.

Both pedestrian and vehicle volumes are expected to increase upon the completion of a multi-family development currently under construction on the northwest corner of Fahm and Indian Streets. A second multi-family development is expected to begin construction on the southwest corner in the next 12-18 months.

Recent peak-hour approach counts of pedestrian and vehicle traffic at Fahm and Indian Streets revealed two significant findings:

• The total traffic approaching the intersection north/south and east/west was approximately equal during three of the six study periods.
• The highest approach volumes were evenly split with three hours of north/south higher volumes and three hours of east/west with higher volumes.

Intersection right-of-way is typically assigned to the higher volume street. When volumes are approximately equal, a multi-way (4-way) STOP control is permitted by The Manual on Uniform Traffic Control Devices.

Recommend that a multi-way (4-way) STOP control be installed at Fahm Street at Indian Street.
