Description

Recommend approval to authorize the City Manager to purchase software licenses and monthly subscriptions to on-call services with Parker Technology in the amount of $89,927.

This call service will be used at the State Street parking garage, the Robinson parking garage, the Liberty Street parking garage, the Whitaker Street parking garage and the Bryan Street parking garage. The service provides citizens with 24-hour customer service support in each of the parking garage. Users will utilize on-site call buttons for automated equipment assistance, payment issues and individual lane assistance. The vendor provides increased customer service, answering of calls within 11 seconds, daily reports on each call taken, audio and video capability as well as recordings of events.

This vendor was selected as a Sole Source because it is the preferred vendor for the larger Parking Access Control System that is being installed in every garage over the next year. Each garage is given a monthly call volume maximum, and each call over that volume will be charged individually with the ability to alert the City when calls are taken on an individual pay-per-minute note. The record of gate access, payment kiosk uses and audio/video services help to keep equipment in good repair by alerting management to errors on a daily basis. The monthly cost for all garages is $4,733. This gives the City an annual cost of $56,796.00 (2021 (prorated) cost $33,131.00 and 2022 cost $56,796.00 for a total of $89,927.00).
