The subject property involves newly created rights-of-way named Highlands Boulevard and Morgan Lakes Industrial Boulevard. This proposed infrastructure within the right-of-way has been bonded in the amount of $3,183,140.00, which constitutes 100 percent of the construction cost. The infrastructure will be dedicated at time of completion.

The right-of-way will construct approximately 4,750 linear feet of roadway.

It will connect the existing Highlands Boulevard traffic circle located in the western portion of The Highlands to the new Morgan Lakes Industrial Boulevard, which will run through an industrial development and connect with the Jimmy DeLoach Parkway. Trucks within the Morgan Lakes development will be prohibited from entering Highlands Boulevard.
