7. Authorize the City Manager to Execute a Contract Modification for Cover Material for the Dean Forest Landfill with Sabe, Inc. for up to $833,000. This is Soil Delivered and Stored on Site to Cover Deposited Waste. Six Inches of Soil is Used to Cover an Estimated 1/2 Acre Daily to Control Disease Vectors, Minimize Rainwater Infiltration, Reduce Leachate Generation, Prevent Fires and Control Odor.

Description

Recommend approval of Contract Modification No. One for landfill cover materials to Sabe, Inc (Savannah, GA)(A) in an amount up to $833,000 (Event No. 6350) .

The original contract is used to provide cover material to support operations at the Dean Forest Road Landfill (DFRL). Daily landfill cover is required under Georgia Environmental Protection Division Rules to control disease vectors, minimize rainwater infiltration, reduce leachate generation, prevent fires and control odor. Historically, the DFRL consumes 84,000 cubic yards annually at a unit cost of $12.00 per cubic yard.

The original contract was approved by Council on September 27, 2018 in the amount of $1,632,000. During 2019 and 2020, the City was able to achieve significant cost savings for landfill cover material due to the availability of suitable soils from nearby construction projects at no cost. However, access to these resources has declined and stockpiles have been depleted. It is therefore necessary to increase the maximum dollar amount of the annual contract for landfill cover material in order to meet ongoing soil consumption attributed to the existing operations and the opening of the expansion site.
