Motion to Approve Amendment No. 4 with RS&H, Inc. for Jumbo General Aviation International Arrivals Facility Redesign
Description

RS&H, Inc. designed for the Savannah/Hilton Head International Airport a new general aviation federal inspection station. The new design is capable of processing general aviation and larger commercial aircraft international arrivals as part of the Commission's plan to increase international traffic at the airport. The project includes a new processing building and required equipment and furnishings, new aircraft apron, new access roadway and parking lot, fencing and gates, and utility extensions. The Commission is working with Customs and Border Protection to meet the extensive security and processing requirements as well as Airport Improvement Program eligibility requirements. 

This amendment is supplemental for design efforts with funding eligibility analysis, coordination with Customs and Border Protection, supplemental bidding effort, programming, redesigning the building to reduce construction costs, and the addition of civil construction administration.  Bids on this federally funded project were rejected due to them being significantly higher than the construction estimate.  The redesign will include modifications to the building which will significantly reduce the overall cost by approximately $1.5 million.

The original contract was awarded to RS&H for $621,610.00. The three previous amendments added to the design an enclosed waiting space, a bad-drop facility, a pedestrian canopy, construction documents to accommodate larger aircraft mix and increased passenger processing, and changes required by Customs and Border Protection. The total amount of this contract to date, including Amendment No. 4, is $1,154,226.
