31. Authorize the City Manager to Execute a Contract Modification for the Parking Access and Revenue Control System (PARCs) for Parking Services from Carolina Time & Aspis Parking in the Amount of $117,440. System provides barrier gates and pay stations at all City garages, including management software. Modification is needed for additional networking and wiring to properly install system.

Description

Recommend approval of a contract modification to the parking access and revenue control system from Carolina Time & Aspis Parking in the amount of $117,440.

This modification includes additional networking and wire runs for the installation of the PARCs System. The additional networking and wire runs will eliminate sub-switches and wire/network all devices directly to the central switch which allows for greater security. The current City infrastructure within the garages cannot accommodate the increased wire/cabling within the current conduit.

This contract was originally approved by Council on February 27, 2020 in the amount of $1,987,426. The contract amount to date including this modification is $2,104,866

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications and experience, quality of audit and revenue controls, overall hardware quality and functionality, overall software quality and functionality, quality of support, training, and customer service, references, DBE participation, local vendor participation and fees.

Five proposals were received in response to this RFP. Of those, three proposals were shortlisted and selected for an interviews before a selection committee of City staff. Of the three shortlisted proposals, one vendor, ITR of Georgia, was deemed non-responsive because the proposer did not submit pricing for the entire project. The remaining two proposals were opened and fully scored.

The proposal was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days. The proposers were:

SKIDATA, Inc. (Van Nuys, CA)(D) $2,715,818

A pre-bid conference was conducted, and eight vendors attended. (D) indicates non-local, non-DBE owned business.
