Motion to Terminate the 2016 Emergency Solutions Grant Agreement between the City of Savannah and the Salvation Army of Savannah for Homeless Prevention Services.
Description

Recommend approval to terminate the City of Savannah’s 2016 Emergency Solutions Grant (ESG) grant agreement with the Salvation Army of Savannah. This action is in response to the United States Department of Housing and Urban Development’s (HUD) regulations, which mandates 100% expenditure of all ESG allocations.

The contract awarded by City Council through the adoption of the 2016 One Year Action Plan, provides $127,728 in ESG funds to the Salvation Army of Savannah for rent and utility assistance to persons at risk of homelessness. Due to unforeseen program startup issues and the agency’s under-utilization of funds for eligible expenses during the contract period, staff recommends terminating the 2016 contract and issuing a Request For Proposal to reallocate the 2016 ESG Homeless Prevention Funds.
