January 3, 2019, City Council Regular Meeting
Title
28. Motion to Renew Annual Contract for Water and Wastewater Sample Analysis Services with Florida Spectrum Laboratories (Event No. 5106)
Strategic Priority
Good Government
Description

Recommend approval to renew an annual contract for water and wastewater sample analysis with Florida Spectrum Laboratories in the amount not to exceed $100,000.00. These services will be used by employees at the Industrial and Domestic Water Plant and the Dean Forest Landfill to provide sample analysis to maintain compliance with Environmental Protection Agency standards.

In order to ensure that tap water is safe to drink, the City of Savannah annually performs more than 135,000 tests and procedures on 160 water quality parameters. In 2017, the City’s water treatment plant serviced approximately 58 million gallons of water per day from both groundwater and surface sources, for Savannah's nearly 180,000 customers.  Water testing helps Savannah remain compliant with the Environmental Protection Agency, and also ensures citizens receive safe, high-quality drinking water. This contract will supplement internal testing for regulated drinking water compounds that the City does not have the capacity to test for.

The apparent low bidder was not selected because it did not meet specifications requiring State of Georgia certification in chemical and microbiological testing.

Bids were originally received on May 23, 2017. The contract was originally awarded by Council on September 28, 2017. This is the second of three renewal options available.

The contract term shall be from January 3, 2019 through December 31, 2019.
