24. Motion to Renew Annual Contract for Civil Design Services with Wolverton & Associates (Event No. 4486)

Description

This action authorizes the creation of a standard civil design and engineering contract with Wolverton & Associates, in an amount not to exceed $300,000.00.  This contract will be used for various capital projects throughout the City, including plan design, specifications, cost estimates, and drafting of construction documents for street and sidewalk improvements, stormwater projects, parks and recreation projects, site design for City-owned facilities, and other various construction projects on an as-needed basis.

The method used for this procurement was the request for proposal, which evaluates criteria in addition to cost. Proposals were evaluated on the basis of qualifications and experience, methodology, references, MWBE participation, local vendor participation, and fee proposal. The fees were based on hourly rates of various necessary positions for the engineering services including principal engineer, senior engineer, junior engineer, administrative assistant, field investigator, CAD technician, project administrator, and others. The average hourly rate for Wolverton & Associates is $105.18 per hour.

The MWBE goal for this proposal was 18% (8% MBE and 10% WBE). The recommended proposer submitted participation of 22% MWBE. MBE participation will be in the amount of 10% using Coastline Consulting Services (Pooler, GA)(C) in the amount of 6% and Sykes Consulting (Savannah, GA)(A) in the amount of 4%. WBE participation in the amount of 12% using Mandel Design, LLC (Chatham County, GA)(F) in the amount of 3% and Long Engineering (Atlanta, GA)(F) in the amount of 9%.

Proposals were received September 20, 2016. This contract was originally awarded by Council on December 6, 2016. This is the second of four renewal options.

The contract term will be from January 3, 2019 through December 31, 2019.

Financial Impact
An expenditure in an amount not to exceed $300,000.00 from the Capital Improvements Fund; via project specific sources including, but not limited to: the general fund, cemetery lot sales, civic center fund, preservation fees, sanitation fund, parking fund, water fund, sewer fund, DSA bond issuances, and SPLOST funding.
