The work session and City Manager’s briefing was held at 11:07 a.m., in the 2nd Floor Media Room.  Mayor Johnson called the meeting to order and recognized Alderman Purtee to offer a prayer.

Workshop Agenda Items
1. Closed Executive Session Regarding Personnel, Real Estate, and Litigation.

Mayor Pro-Tem Dr. Shabazz moved to recess the workshop and hold a closed executive session (4th Floor conference room) regarding personnel, real estate, and litigation, seconded by Ald. Leggett and Ald. Wilder-Bryan. The motion passed unanimously, 7-0-2.  Ald. Miller Blakely and Alderwoman Lanier being not present for the vote.

 

The executive session began at 11:14 a.m. and ended at 12:38 p.m.

 

Ald. Wilder-Bryan moved to end the executive session and recess until 1:30 p.m. for the City Manager’s review of the agenda (2nd Floor Media Room), seconded by Ald. Leggett. The motion passed unanimously, 9-0-0.

2. City Manager's Update

No update was provided.

3. Agenda Review

At 1:32 p.m., Mayor Johnson reconvened the workshop for the agenda review.

City Manager Melder discussed Items #10 and #11 of the agenda and provided updated recommendations as follows:

  1. Provide a 100-foot buffer along the northern border of phase 1 to include a vegetated earthen berm at least eight (8) feet in height, and/or a combination vegetated earthen berm/sound wall at least eight feet in height;
  2. Provide a 100-foot buffer along the eastern border of phase 1 to include temporary sound, light, and visibility mitigation devices, which can include a vegetate earthen berm at least eight (8) feet in height. AND, if phase 2 properties are not purchased by the petitioner within 24 months of the completion of the CPPI’s capital construction of building, the petitioner must install permanent treatments identical to those required along the northern border;
  3. A Mitigation Agreement will be finalized within 30 days; and,
  4. A recombination plat would be required.

 

City Manager Melder along with Director of Policy & Intergovernmental Affairs Joseph Shearouse stated, Savannah Chatham Day at the Capitol is scheduled for Wednesday, January 31, 2024, with the Savannah Legislative Luncheon at 1:00 p.m.  Thursday, February 1, 2024, a delegation round table is scheduled.

Mayor Johnson indicated in addition to going to the Georgia Capitol, Council Members will also be attending GMA's Cities United Summit, beginning January 27, 2024.

There was no action taken during the workshop and agenda review, which were followed by the City Manager’s Update. Mayor Johnson adjourned the pre-meetings at 1:52 p.m.
