The current horse-drawn carriage ordinance does not address operation of horse-drawn carriages and the care of horses during adverse weather conditions. The proposed amendment prohibits carriage operation during cold or otherwise dangerous winter weather conditions, including sleet, freezing rain, snow and icy public rights-of-way. In addition, when temperatures fall below 35 degrees Fahrenheit, stabled horses and animals awaiting passengers, must be covered with equine blankets.
