19. Motion to Amend the Contract with Dabbs-Williams General Contractors, LLC. for Construction Services at the Sweetwater Fire Station (Event No. 4889)

Description

Recommend approval of Contract Modification No. 1 for construction services for Sweetwater Fire Station with Dabbs-Williams General Contractors, LLC in the amount of $11,099.90.  The original contract was for constructing a new fire station of 9,760 square feet located at 1751 Grove Point Road. The building includes three apparatus bays, offices, and restrooms with showers, sleeping quarters, common areas, and other ancillary spaces. The project also includes site work, utilities, and landscaping.  The site is approximately 3.88 acres and accommodates off-street parking, a storm retention pond, and limited areas of non-developed land. 

This contract modification is needed for various project enhancements and reductions:

Reductions

  • Deduct alternate - Perimeter fence modification
  • Unused steel overage allowances
  • Elimination of equipment fence top
  • Whitaker Lab reimbursements
  • Manholes not coated
  • Elimination of feeders from transformer
  • Landscaping reductions

Enhancements

  • Pond modification (Required due to hidden site conditions)
  • Additional bay floor grinding and polishing (Upgraded finish) 
  • Front Entrance Door Access Control (Optional)
  • Add alternate - Granite top (Optional, but longer life)
  • Apparatus bay perimeter caulking (Best Practice Requirement)
  • Fire Alarm digital communicator (Required per code enforcement change)
  • Relocate 6" water valve (Required per Fire Marshall)
  • Remotes and receivers for Overhead doors (Operational Neccesity, Omitted in Original Contract)
  • Woven fabric for parking lot (Required due to hidden site conditions)
  • Electricity reimbursement (Power switched over after Occupancy by City) 
  • Additional data outlet (Required per code enforcement change)

The contract modification will also approve a contract time extension of 60 calendar days for removal of unsuitable soil, drying of wet soil, and justified weather delays. The building was accepted on October 1, 2018, and this time extension lapsed prior to that date. There is no contract cost adjustment associated with the time extension.

The original contract was approved by City Council on March 30, 2017 in the amount of $2,849,280.00. The contract was executed for $2,846,280.00, excluding bid add alternate of $3,000.00. The total amount of this contract to date, including this modification is $2,857,380.00.

To recap, staff recommends approval of Contract Modification No. 1 for construction services for Sweetwater Fire Station with Dabbs-Williams General Contractors, LLC in the amount of $11,099.90.

The project is in close-out phase.
