21. Authorize the City Manager to Execute a Contract for Engineering Design and Construction Overview Services for a New Lift Station and Two Sections of Sewer Force Main with Thomas and Hutton (LOCAL) in the Amount of $920,030. A new sanitary sewer lift station and new force mains are required to convey additional sewage to the Travis Field treatment plant. Description

This contract is to procure engineering design and construction overview services from Thomas & Hutton Engineering in the total amount of $920,030. The services will be for the remaining Task #2 – New Lift Station and Sewer Conveyance Main to Travis Field WRF ($624,180) and Task #3 – New Lift Station #194 Force Main ($295,850) of the New Hampstead area sewer improvements. Tasks #2 and #3 were previously procured via the Request for Proposal (RFP) method (Event #9730) but Task 1 was only awarded at that time. Engineering services for Task #1- Lift Station #193 Force Main have been completed and is now in the construction phase. The recommendation to award Task #2 and #3 is in accordance with instructions listed in Section 2.3 Basis of Award, Paragraph 2.11 Fees of the published RFP (Event #9730). 

 

The scope of services for Task #2 and #3 includes the design of a new lift station and two sections of 24-inch diameter sewer force main. Surveying, geotechnical investigation, engineering design, permitting, construction bidding, construction administration, and project closeout services shall also be provided. A new sanitary sewer lift station and new force mains are required to convey additional sewage to the Travis Field treatment plant. To serve new residential and industrial development in the New Hampstead area, more capacity is needed. The facilities to be designed include a 10,000-gallon-per-minute capacity lift station and two sections of 24-inch diameter force main totaling approximately 6,000 feet in length. The new facilities will be combined with the existing Lift Stations 193 and 194 and their respective force mains to increase overall capacity. Proposed facilities will be part of intermediate term needs, with additional improvements required to meet long-term needs to serve the New Hampstead area. 

 

The procurement method used was the request for proposals (RFP) process, which evaluates specified criteria in addition to fees. The RFP was advertised, opened, and reviewed as described below.  The technical proposal information was evaluated based on the proposers' (1) related project experience, (2) project team, (3) project approach, and (4) proposed schedule; and then scored accordingly. Separate from the technical review was the evaluation and scoring of the fee proposals, DBE participation, and Savannah First. Once these independent evaluations were completed, the final score matrix was calculated. There were three (3) proposals submitted for this RFP. Delivery: As requested. Terms: Net 30 days.
