Description

This is Part 2 of two special use permit requests.  Staff recommended the petitioner file two separate applications since the two properties of land were not contiguous. 

 

The petitioner is requesting approval of a Special Use Permit to allow places of worship within the RSF-6 (Residential SIngle Family-6) zoning district for two properties located at 1206 East 69th Street and 5302 Sanders Street. The request is required for the expansion of an existing nonconforming use. Located in the South Garden Neighborhood, one parcel is located on the corner of East 68th Street and Sanders Street. It measures ~0.69 acres and includes an existing one-story building with associated parking. It is currently being used as an office space and a meeting space to provide additional programing for the congregation.

 

The second parcel at 5302 Sanders Street abuts the 1206 East 69th Street property and is situated on the corner of Sanders Street and East 67th Street. It measures ~0.14 acres in area and contains a one-story residence. The applicant plans to demolish the residence and construct an addition to the Church’s office which would include meeting space for the congregation. 

 

The applicant has provided a revocable license agreement with Memorial Health’s southern side of the parcel along East 66th Street. The parking lot provides approximately 200 parking spaces. The parking lot is approximately 300-feet away from the Gardens Building office and meeting place addition. The shared parking agreement is specifically for Sundays between 7:00 a.m. until 1:00 p.m.

Recommendation

On January 25, 2024, the Planning Commission recommended approval of the Special Use Permit for 1206 East 68th Street (PIN 20114 11011) and 5302 Sanders Street (PIN 20114 11001) under the following conditions: 

  1. Submission of a General Development Plan identifying any requested variances for proposed additions is presented to MPC for approval prior to issuance of development permits.
  1. The Petitioner shall at the Site Plan hearing submit an overall Campus Master Plan that is reflective of the “CBC Campus” diagram provided with the Revocable License Agreement accounting for additional parking.

 

The City of Savannah is adding the condition that the Special Use Permit shall be non-transferable.
