17. Authorize the City Manager to Execute Contract Modification No. 2 for Bilbo Canal Phase 2 with SJ Hamill Construction in the Amount of $125,642. To match the previous construction (phase 1) and continue expanding the Bilbo Canal Widening east wall, the concrete wall cap was retrofitted to tie the existing wall and box culvert to the proposed east wall expansion of the Bilbo Canal Phase 2 project. This was done because the existing wall and box culvert are at different elevations and required the construction of a transitioning wall cap to connect them. (Stormwater)

Description

This is contract modification no. 2 for the Bilbo Canal Phase 2 with SJ Hamill Construction in the amount of $125,642. The Bilbo Canal Improvements Phase 2 consists of the construction of 800 LF of Combi wall.

 

The approved project drawings call for a maintenance road on the west side of the canal. The native soils beneath the proposed maintenance road are unstable and are not suitable for construction. The City’s on-call geotechnical engineer recommended these poor soil be removed and replaced with more stable material. Maintenance roads will be improved to provide better access to the site by driving sheet piles to structurally reinforce the site during and after construction.

 

To improve drainage behind the wall, a continuous run of wrapped stone (French Drain) will be installed for the entire length of the west wall. The approved weep holes shown on the approved plans will be lowered to improve drainage behind the wall. To match the previous construction phase 1 Bilbo Canal Widening east wall, the concrete wall cap was retrofitted to tie the existing wall and box culvert to the proposed east wall of the Bilbo Canal Phase 2 project. This was done because the existing wall and box culvert are at different elevations and required the construction of a transitioning wall cap to connect them. The estimated duration of this project is 18 months. 

 

The extra work will require unexpected costs in the amount of $125,641.96. This change order will increase the original contract to $6,079,267.51. The City’s cost share is $4,500,000. The remaining balance will be paid by Riverview President Street, LLC up to $2,000,000 per development agreement dated March 23, 2022. This contract was originally approved by the Council on May 11, 2023, in the amount of $5,872,540. The contract modification no. 1 in the amount of $81,085.55 was approved by City Council on October 26, 2023.  The total amount of this contract to date, including this modification is $6,079,267.51.
