16. Authorize the City Manager to Execute an Annual Contract for a Learning Management System with Cornerstone OnDemand in the Amount of $92,500 (Event No. 7226)

Description

Recommend approval to award an annual contract for a learning management system to Cornerstone OnDemand in the amount of $92,500. These services will be used by the Human Resources Department for to provide a data management system that includes an employee self-registration, comprehensive online course catalog, tracking of instructor-led training, and online training to support and develop employee career paths to include compatibility with online content libraries. 

This initiative is designed to create a learning environment where employees can grow and develop their knowledge and leadership skills. Employees will be able to register and complete leadership, technical, and developmental classes online. Currently, the City does not have a centralized learning management system.

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The criteria used for this RFP were qualifications and experience including support capabilities, technical capabilities, references, local vendor participation, and fees. Nine vendors submitted responses. Of those, four were shortlisted, made presentations to the selection committee, and were fully scored. The selected vendor offers a solution that is used by Fortune 100 companies and over 3,560 clients worldwide.

The contract term expires on December 31, 2020 and has three available annual renewal options.
