Description

Recommend approval to renew two annual contracts for trenchless stormwater and sewer line repair services with Southeast Pipe Survey, Inc. (primary) and Insituform Technologies, LLC (secondary) for up to $3,000,000. The Public Works Department uses the contracts for as-needed repairs to the sanitary sewer main, storm water main and other related structures.

The contracts are for the rehabilitation of City of Savannah sanitary sewer and storm-drainage mains and manholes.  Rehabilitation of sanitary sewer and storm water conveyance mains is essential to bring existing City infrastructure to sustainable levels of service and condition.  This process has been utilized for over 30 years and uses trenchless technologies to bring facilities into the sustainable quality for service.  Using trenchless processes avoids surface and public disruptions and interferences which normally result from traditional excavation and replacement methods.  The rehabilitation will increase the usable life of both the sewer main system and storm water system to allow both storm water and sanitary sewer system management and operations for future use.  Failure to keep up with system rehabilitation could cause cave-ins, sewer and storm main failures and blockages, all of which will cause violations of the Federal/State Clean Water Act, which could lead to corresponding consent orders and fines, compromises to public health and safety and failure to meet the City Council goal to supply storm water and sanitary sewer management and operations.    

The contracts were originally approved by Council on June 21, 2018. These contract expire on January 27, 2022 and have no renewal options available.
