27. Motion to Award Contract Modification for Mills B. Lane Rehabilitation Project (Event No. 5053)
Description

Recommend approval of Contract Modification No. 1 for the Mills B. Lane Bridge rehabilitation project to Massana Construction in the amount of $256,050.00.

The original contract was for construction services to rehabilitate the Mills B. Lane Bridge. After the project was awarded, the contractor submitted requests for information to the City detailing damage caused by water seeping through existing bridge deck joints onto anchor bolts, sole plates, bearing plates, and Z-plates causing corrosion. This corrosion caused some expansion members of the bridge to not move freely as designed. This contract modification is needed to repair bridge cap cracking caused by the corrosion. The additional scope of work required includes the following:

  1. Concrete step crack repair and revised jacking plan
  2. Replace corroded bearing and sole plates
  3. Replace corroded Z-plates and anchor bolts
  4. Repair corrosion at bottom flange and/or web of steel beams
  5. Repair bridge deck joints
  6. Remove and replace chain link fence for bridge deck joint repair
  7. Extended traffic control for additional contract time due to extra work

It is estimated that this work will add 24 calendar days to the project as well. The original contract was approved by Council on June 22, 2017 in the amount of $763,600.00. The total amount of this contract to date, including this modification, is $1,019,650.00. The second and only other bidder was TIC – The Industrial Company in the amount of $1,140,750.00. This modification could not have been foreseen by either bidder.
