32. Authorize the City Manager to Execute a Contract for Architectural and Engineering Design Services for the City Hall Restoration Project with Ethos Preservation in an Amount Not to Exceed $490,395. The services will be used to complete an investigation of existing conditions, prepare an assessment report, develop a detailed restoration design, prepare a phased plan for preservation/restoration construction efforts, aid in confirmation of contractor's pricing, and perform construction administration and project closeout. Description

This contract is for architectural and engineering design services for the City Hall Restoration project with Ethos Preservation in the amount not to exceed $490,395. These services will be used to complete an investigation of existing conditions, prepare an assessment report, develop a detailed restoration design, prepare a phased plan for preservation/restoration construction efforts, aid in confirmation of contractor’s pricing, and perform construction administration and project closeout. The restoration plan will focus on portions of City Hall front facing the public including Council Chambers, the rotunda (accessible on four floors), the building’s main stairwell (accessible on six floors), select corridors, the first-floor entrance lobby, and the west side of the first floor. 

 

Since its original construction in 1906 and beyond regular maintenance, minor repairs, and the installation of modern systems, no formal interior restoration of the building has ever been completed. Over time, materials have deteriorated and experienced damage, original architectural details have been compromised, space has been inappropriately used, and non-original additions have been included. Additionally, the building has some temperature and humidity control issues. The overall project will focus on restoring the building to the period of 1906 while considering elements necessary for the municipal operations of today. All restoration solutions will meet the Secretary of the Interior’s Standards for Restoration. The project site is located at 2 East Bay Street. Design kick-off is anticipated for the first quarter of 2023. 

 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to the cost. The proposals were evaluated on the basis of the proposer’s qualifications and experience, including support capabilities, design team, fee proposal, references, DBE, and Savannah First. The proposal was advertised, opened, and reviewed. Delivery: As requested. Terms: Net 30 days.
