Description

Recommend approval to award a construction contract for Phase I of the Downtown Streetscape – Broughton Street Astra Group in the amount of $11,208,888. The first phase of the project which will go from MLK Jr. Blvd. to Drayton Street. The Broughton Streetscape elements include, but are not limited to, demolition of existing infrastructure, installation of granite curbs and gutters, pavement, brick paver sidewalks, paver crosswalks, ADA ramps, decorative shade trees, bollards, waste receptacles, hardscapes, street lights, traffic signals, utility adjustments and relocations, public safety enhancements, curb inlets, signing, traffic markings and traffic control.

The project schedule includes issuing a Notice to Proceed in early January 2020. This will allow the contractor to order long lead time items. Demolition would begin after St. Patrick’s Day. Work would be completed by January 2021.

This event had an 18% LDBE goal.  The recommended proposer submitted LDBE participation at the subcontractor level in the amount of 24.6% using Ed Trucking, LLC (LDBE-.5%), GP Streetscapes Corp. (DBE-13.8%), S&S Supply II, LLC. (LDBE-4.9%), and B*B Demolition (LDBE-5.4%).

The original bid of $18,888,888 was value engineered to $11,208,888. This included changing the lighting types and phasing the project.
