14. Authorize the City Manager to Execute a Contract for Urban Planning and Design Services with Sottile and Sottile (LOCAL) in an Amount Not to Exceed $100,000. This contract will provide urban planning/design and architectural support services for various City projects. (Capital Projects).

Description

This is for an annual contract for urban planning and design services in an amount not to exceed $100,000. When requested, this contract will provide urban planning/design and architectural support services for various City projects. City staff will use this contract to assist with urban planning and is not a contract for architectural design and plan preparation services. The urban planning/design services will include land use analysis, preparation of master plans and redevelopment strategies, assessment and preparation of design guidelines and development regulations focusing on Smart Growth Principles.

 

The architectural support portion of the contract will include assisting with preparing requests for proposal for architectural design services, reviewing architectural plans and construction documents, reviewing existing conditions and facility assessment reports, and analyzing the City’s needs to identify the scope of work to be designed. Services will also include public engagement with key stakeholders, residents, and elected officials. Additional services will include identifying redevelopment strategies, providing cost-benefit analysis, producing conceptual designs including renderings and presentations, documenting existing conditions including performing historical research, providing construction cost estimates, and estimating project schedules. The contract has four (4) additional 12-month renewal options.

 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to the cost. The proposals were evaluated on the basis of the proposer’s qualifications and experience, including methodology, fee proposal, references, DBE, and Savannah First. The proposal was advertised, opened, and reviewed. Delivery: As requested. Terms: Net 30 days.
