Recommend Authorize the City Manager to execute a contract with Pioneer Construction, Inc. for Barnard Street Ramp repairs in the amount of $191,071. The City of Savannah is in the process of repairing the Factors Walk wall and this project is a continuation of these efforts. This project is located to the west of the Barnard Street Ramp. The work includes repair and replacement of brick and stones, mortar repointing, crack repair, vegetation removal, and securing the fence posts along the top of the wall. The existing deteriorated sandstone will be replaced with granite.

When this project is complete the repairs will meet the standards of the Historic District in the City of Savannah Code of Ordinances (Section 8-3030).  It will also meet the requirements as outlined by the National Park Services preservation for Brief 2: Repointing of mortar joints in Historic Masonry Buildings, and the standards of the current edition of the Secretary of the Interior’s Standards and Guidelines for Rehabilitation published by the U.S. Department of Interior.

The low bidder was unable to match the color and appearance of the original granite, and the contractor has advised staff to awarding the contract to the next lowest bidder, which in this case is Pioneer Construction, Inc.  This event had a 20% LDBE goal.  The recommended proposer submitted DBE participation at the subcontractor level in the amount of 90% using Glover’s Masonry.
