Description

Recommend approval to authorize the City Manager to execute a contract with Ruby-Collins, Inc for a new water reclamation facility at Travis Field in the amount of $39,355,812.  A new plant is necessary to provide wastewater treatment in support of new and existing development in the New Hampstead area (Southwest Quadrant), and areas south of the Savannah Hilton Head International Airport, including the Megasite and SPA industrial park. The facility will provide 4 million gallons per day of treatment capacity, and may be expanded in the future to provide up to 8-million gallons per day of treatment capacity.

The proposed wastewater plant will use advanced treatment processes, including membrane solids separation and nutrient reduction processes, to produce a high-quality effluent. The facility includes influent, drain, and effluent pumping stations, fine-screening, grit removal, influent equalization tank, 5-stage biological treatment process, UV disinfection, post-treatment aeration, chemical feed systems, aerobic solids digestion and thickening, and solids de-watering.

This event had a 20% LDBE goal.  The recommended proposer submitted LDBE participation at the subcontractor level in the amount of 21.21% using The Polote Corporation (19.71%), Charter Construction (.08%), and E&D Contracting (1.42%).
