Authorize the City Manager to Execute Contract Modification No. 2 for Engineering Services for Brampton Road Water Main Relocations with Thomas & Hutton Engineering (LOCAL) in the Amount of $272,888. The modification is necessary due to the relocation of two sections of the 48" water main along US Hwy 17. (Water and Sewer Planning and Engineering)

Description

This is for contract Modification No. 2 to the engineering services for Brampton Road water main relocation with Thomas & Hutton Engineering (Savannah, GA) in the amount of $272,880. Georgia Department of Transportation (GDOT) is building new access roads for truck traffic and new railroads for rail traffic into and out of the Georgia Ports Authority (GPA) Savannah Terminal. This project requires the relocation of two sections of the 48” Industrial & Domestic water main along US Highway 17 and the relocation of one section of a 12” water main along Brampton Road. Sections of both mains under roads or rail lines will be installed in a protective steel casing.

 

Additional funds are necessary for construction phase services including contract administration, construction observation, coordination meetings, final project closeout documentation, and record drawings. These fees were not included in the original engineering agreement as GDOT projects can take a very long time to fully design and permit. Amending the agreement allows the Consultant to provide a more accurate fee as they are compensated at current labor rates. The original $475,400 contract was approved at the November 12, 2017, Council Meeting (WT-337 – Brampton Road Water Main Relocations). This is the second amendment to this agreement. Modification No. 1 was for $142,550 to address GDOT design changes and were approved at the December 19, 2019, Council meeting. The total to date including this modification will be $890,830.
