Motion to Approve Contract Modification with Johnson-Laux Construction for Liberty Street Municipal Building Elevator Replacement (Event No. 4563)
Description

Recommend approval of Contract Modification No. 1 to Johnson-Laux Construction in the amount of $4,824.92.

On September 15, 2016, City Council awarded a contract to Johnson-Laux Construction for the replacement of the existing elevator in the Liberty Municipal Building, located at Liberty and East Broad streets, in the amount of $220,308.32. The original scope of work included modernizing the equipment and elevator components with brand new parts, repairs and upgrades to the existing shaft, and electrical and HVAC work

During the inspection of the property, an elevator assessment was completed by Kone Elevators. The report stated that the elevator equipment was approximately 40-50 years old and in bad condition. A complete replacement and modernization was recommended as the existing equipment was beyond saving and upgrades were needed for code compliance. Johnson-Laux Construction, the State of Georgia's job order contractor, was selected to perform this work because it had already been engaged to perform the exterior renovations and updates to the building.

The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of that contract is to provide multi-traded general construction services to accomplish small- to medium-sized projects for repair, alteration, modernization, rehabilitation, and minor new construction to infrastructure, buildings, structures, or other real property. The State of Georgia used a competitive bidding procedure to select Johnson-Laux Construction to serve as the sole provider of these services for this region.

Contract Modification No. 1 is needed to provide additional repairs to the elevator pit and sump pump that is currently inoperable. These repairs were not covered under the original contract as they were unforeseen at the time of the original proposal. Also included is investigative work to determine the origin and function of an existing pipe that is discharging water into the pit. Both of these items must be addressed prior to the installation of the new elevator. 

The total amount of this contract to date, including this modification, is $225,133.24.
