Recommend approval of Contract Modification No. 2 for the River Street Improvements project with McLendon Enterprises in the amount of $124,520.13.

The original contract was to extend, relocate, and upgrade existing water and sewer infrastructures within the area prior to the opening of these hotels.  This modification covers changes to the contract due to unforeseen underground site conditions identified during construction, additional water main extension requested by the City Water and Sewer Planning and Engineering and deduction of the quantities and items not used in the contract.  These changes include, removal of a 24-inch storm line, and additional paving leveling to resolve storm water ponding.

While excavating to install the proposed 12-inch water main associated with this project the Contractor discovered the existing 24-inch brick storm pipe was collapsed in sections and was in a general deteriorated condition. The continued installation of the 12-inch water main would like cause critical failure of the existing 24-inch brick storm without corrective action. Upon conferring with City Stormwater Department, the recommendation was made to remove and replace the existing brick storm with new reinforced concrete pipe (RCP). This change order includes removal of the 24" brick storm pipe.

Additional water and sewer quantity revisions included in this change order were related to the installation of additional water main approximately 450 linear feet from the original termination point. Additional paving leveling, and associated activities were performed to alleviate excessive storm water ponding in front of the existing businesses between Christmas Store and Dub's Pub.  The changes include:

WATER DISTRIBUTION SYSTEM

  • Add 411 LF of 12" Ductile Iron Sewer Main - $56,150.82
  • Add 112 LF of 6" Ductile Iron Water Main - $35,937.44
  • Add 667 LBS of Fittings - $4,628.98
  • Add 1 EA of Fire Hydrant Assembly - $7,387.70
  • Add 1 EA of 12" Gate Valve in Utility Access Cover - $8,904.44
  • Add 1 EA of 6" Gate Valve in Utility Access Cover -$7,528.75
  • Deduct 200 Cubic Yards of Stone Bedding - $15,050.00
  • Deduct 200 Cubic Yards of Sand Backfill - $10,302.00

WASTEWATER COLLECTION SYSTEM

  • Add 1 EA Tee-Wye Sewer Lateral - $7,836.10
  • Deduct 200 SY of Stone Bedding - $15,042.00
  • Deduct 200 SY of Sand Backfill - $10,296.00

STORM DRAINAGE SYSTEM

  • Add 425 Linear Feet of Remove and Dispose 24" Storm - $42,500.00

PAVING, RAILROAD TRACKS, AND CROSSWALKS

  • Add 373 LF of Install Temporary Asphalt Paving - $14,435.10
  • Add 44 Square Yards of Remove Cobblestone - $484.88
  • Add 2 EA of Adjust Manhole Frame to Match Proposed Grade - $ 3,976.24
  • Deduct 56 LF of Remove Existing Railroad Tracks and Appurtenances - $1,052.24
  • Deduct 573 LF of Remove Concrete Curb and Gutter - $8,182.44
  • Deduct 422 LF of Remove Granite Curb - $5,325.64

The original contract was approved by Council on April 27, 2017 in the amount of $5,677,106.58.  The total amount of this contract to date, including this modification is $6,001,661.60.  This modification represents a 2.2% increase from the original amount.
