The Mayor & Aldermen approved this request at the March 28, 2019 City Council Regular Meeting.  The action being considered now is the First and Second Reading of an Ordinance to designate the Daffin Park and Parkside neighborhoods as a Conservation Overlay District.

The Mayor & Aldermen continued the Zoning Hearing from the February 28, 2019 City Council Regular Meeting to March 28, 2019.

The petitioner, Parkside Neighborhood Association, is requesting approval to amend the Zoning Map to designate the area known as Daffin Park and Parkside as a Conservation Overlay District.  This is the second of two related agenda items.  The first is an amendment to add Daffin Park and Parkside as a Conservation Overlay District in Article Q of the Zoning Ordinance.

From April 2018 through January 2019, the Parkside Neighborhood Association contacted neighbors about the proposed conservation district approximately 30 times by hand delivering flyers to all households, posting information on Facebook, Nextdoor and Twitter, emailing the Parkside Newsletter and creating YouTube video about the proposed change.

In coordination with the Metropolitan Planning Commission, the City mailed notices to property owners in the Parkside Neighborhood prior to the March 28, 2019 meeting. The mailing stated that the purpose of the conservation district will be to require the demolition of properties older than 50 years and meeting certain historic criteria be reviewed by the Planning Commission prior to the issuance of a building permit. This would provide a public hearing in order to better protect established historic neighborhoods from losing historic buildings.

On January 29, 2019, the Planning Commission voted to recommend approval of this request.
